Fowler was released by the 49ers on Saturday, Eric Branch of the San Francisco Chronicle reports.
ANALYSIS
Fowler signed with the 49ers in late May but only received a brief look in training camp before being cut. He appeared in five games for New Orleans last year and caught a pair of passes for 11 yards.

Fowler joins New Orleans in 2020 with a chance to compete for a roster spot at receiver. He's played the last five seasons with the Broncos and Giants, though all of his career highs came in 2017, when he compiled 350 yards and three touchdowns on 29 receptions while a member of the Broncos. Even if he makes the final roster, he'll face plenty of competition for targets from Michael Thomas, Emmanuel Sanders and Alvin Kamara among others. He's unlikely to see much work in the passing game, substantially limiting his fantasy value.
Fowler will compete for the No. 3 receiver job with Darius Slayton and Cody Latimer, among others, and probably has the least upside of the three. At 6-1, 212, Fowler has decent size but only average speed. He's also 28 and has never surpassed 30 catches or 400 yards in his career.
After seeing limited action with the Broncos over the first three years of his career, Fowler joins the Bears to add depth to the wide receiver position. Although he had a career-high 350 yards and three touchdowns last season, he caught just 29 of 56 targets. With a suddenly crowded depth chart at wide receiver in Chicago, he's not guaranteed a roster spot, and should he crack the Week 1 roster, he likely will see limited snaps behind the top three receivers on the team.
Fowler was the last player to catch a pass from Peyton Manning, converting a two-point conversion at the end of Super Bowl 50. The wideout had a few nice moments during the Broncos' Super Bowl run, including a 31-yard catch-and-run up the seam on third and long as Denver came from behind to beat Pittsburgh in the divisional round. A fractured elbow in the 2016 preseason hampered his progress and he caught two or more passes just twice all season. The Broncos' depth chart is more crowded now after the selection of Carlos Henderson and Isaiah McKenzie in the draft, but Fowler is still as likely as any returning receiver not named Demaryius Thomas or Emmanuel Sanders to make the team. The 212-pound target has the size and toughness over the middle to factor in as a big-slot receiver alongside the smaller Henderson and McKenzie. Expect his contributions on special teams to also be a factor.
Fowler, the former undrafted free agent, hauled in arguably the biggest catch of Denver's Super Bowl run – a 31-yard seam route on third-and-long that kept the team's fourth quarter comeback bid against Pittsburgh in the divisional round alive. Fowler's ability to work the middle of the field and accumulate yards after the catch make him an attractive option in the slot as both Demaryius Thomas and Emmanuel Sanders prefer to work outside. After signing his exclusive rights free agent tender, Fowler will be looking to beat out Cody Latimer and Jordan Norwood for the No. 3 job and a new contract this season.
The Broncos' wide receiver depth chart is quite large, and with Demaryius Thomas, Emmanuel Sanders, Andre Caldwell and Cody Latimer locked into the top-4 slots, Fowler isn't likely to make much of a fantasy impact this season, if he makes the roster at all.
